After nearly three decades of military service, Charles transitioned into civilian leadership, bringing his wealth of knowledge to the Defense Logistics Agency (DLA), where he continued to influence program management, business operations, and strategic execution for 20 years.

Serving as Supervisory Program Manager at the Defense Logistics Agency (DLA), where he managed cost, schedule, and performance of multimillion-dollar programs.
- Leading as Deputy Director for Operational Contract Support for U.S. Forces Afghanistan, advising senior leadership on strategic planning, contracting, system acquisition, and operational efficiency.
- Overseeing large-scale supply chain management operations, ensuring seamless logistical coordination for critical missions.
